  • Report on compliance assessment (sufficiency) of the generating facilities

    According to the Article 19. Balance of the power demand and supply of the Law of Ukraine “on Electricity market” №2019-VІІІ:

    Transmission system operator develops the report on compliance assessment (sufficiency) of the generating facilities on the annual basis in order to cover the expected demand for power and ensuring of the necessary reserve (report on compliance assessment (sufficiency) of the generating facilities)  taking into account the supply security requirements.з урахуванням вимог безпеки постачання.

    Preparation stages, content and methodology to prepare the report on compliance assessment (sufficiency) of the generating facilities are defined due to the transmission system code.

    The report on compliance assessment (sufficiency) of the generating facilities incudes a scenario estimation of the expected balances of IPS of Ukraine capacity and electricity in the short-term, mid-term and long-term perspectives taking into account the structural, economical, market and ecological measures  as well as measures to control demand and energy efficiency sticking to the operational security standards.

    The report should include:

    1) description of the development scenario;

    2) methodology of the power demand/supply modelling and operation of the IPS of Ukraine.

    3) analysis of the generating facilities main development aspects as well as the load;

    4) IPS of Ukraine risk assessment in case of critical conditions using the relevant assessment criteria;

    5) results of the IPS of Ukraine operational mode estimation basing on the worst prognosis and measures to prevent the deficiency of the generating and transmission capacity.

    State authorities, Regulator, market participants should submit the data per TSO`s demand according to their powers. The data is necessary for the preparation of the report on compliance assessment (sufficiency) of the generating facilities.

    Transmission system operator should ensure the non-disclosure of the commercial information received in course of preparation of the report on compliance assessment (sufficiency) of the generating facilities.

    The report on compliance assessment (sufficiency) of the generating facilities is approved by the Regulator and should be made public on the TSO official website.

    As of today, NPC Ukrenergo has already prepared the “Report on the assessment of adequacy (sufficiency) of generating facilities”  and the respective Methodology for executing “Report on the assessment of adequacy (sufficiency) of generating facilities”*.
