  • Procurement policy

    Ukrenergo’s public procurement policy is based on the principles of transparency, fair competition and objectivity of decision-making criteria.

    Our goal is to achieve maximum economy and efficiency, openness and public control. It is important to achieve not only rational procurement costs, but also efficient procurement process administration.

    We completely abandoned tender committees and involved experts in our procurement process. From now on, the authorised officers, who act in the interests of Ukrenergo on the principles of objectivity and impartiality, will be responsible for the organiaation and conduct of procurement procedures.

    Dear general contractors and contractors who perform works within the framework of partial or complete reconstructions of NPC Ukrenergo’s power substations!

    During the review of project documentation in terms of automated control systems for technological processes, relay protection and emergency response systems, there are many misunderstandings related to the inconsistency of the proposed equipment in the project documentation with the regulatory documents of NPC Ukrenergo.

    The most common mistakes are:

    • lack of support for data transmission protocol DSTU IEC 61850-8-1;
    • lack of support for backup data transmission protocols IEC 62439-3 (PRP and/or HSR);
    • lack of support for time synchroniaation protocol IEEE 1588-2008 (PTPv2);
    • lack of support for the cyber security standard IEC 62351-8.

    We must remind you once again that these requirements are mandatory for all devices that form the substation’s data bus ACS TP (servers, switches, etc.), as well as devices for relay protection, emergency response automation, alarm recorders, synchronised vector measurements, etc.

    You can get acquainted with these and other requirements regarding the secondary equipment of NPC Ukrenergo’s power substations in the Technical Policy

    “Technical Policy of NPC Ukrenergo for development and operation of trunk and interstate power grids”* (SOU NPC 20.261:2021) and the company’s standard “General technical requirements for automated control systems for technological processes of 220-750 kV substations of the IPS of Ukraine”* (SOU NPC 35.101:2018)
