UKRENERGO AND KFW DISCUSS DETAILS OF IMPLEMENTING A NEW PROJECT ON ENERGY EFFICIENCY
A new project worth 32.5 million EUR was discussed at the meeting of Ukrenergo management with Olaf Zymelka, Director of Energy Department of the Reconstruction Credit Institute (KfW, Germany).
The project called “Improvement of power transmission efficiency (reconstruction of transformer substations)-ІI” envisages the modernization of 9 substations of Pivdenno-Zakhidna power system: 750 kV SS “Vinnytska,” 330 kV SS “Vinnytsia,” “Bar,” “Koziatyn,” “Kamianets-Podilska,” “Khmelnytska,” “Shepetivka,” “Chernivetska” and “Ternopilska.”
In general, the Project constitutes a part of the first stage of the integrated Program of automation of all substations in the IPS of Ukraine. In the framework of the project, KfW obtained a government grant from the Federal Ministry of Economic Cooperation and Development of Germany in the amount of 6.5 million EUR. A part of this amount will be used to pay for the consulting services to be provided by the company Fichtner (Germany), which will develop technical and economic substantiation, tender documents and will act as an engineer in implementing the project according to FIDIC Yellow Book standards.
“This will be the first experience of using such a standard in Ukrenergo. This standard provides for the availability of independent technical supervision and constant presence of specialists at the construction site, which guarantees quality, full scope of work completion, as well as high quality technical solutions in full compliance with international standards,” said Volodymyr Kudrytskyi, Deputy CEO for Investments at SE “NPC “Ukrenergo.”
In addition, the participants discussed the prospects of obtaining additional grants in the amount of 8.65 million EUR to support the process of integration of the IPS of Ukraine into ENTSO-E. The German partners expressed their gratitude to Ukrenergo for the progress in implementing projects and active participation in the preparation of new ones.
At the same time, there is an ongoing KfW mission of bankers and engineers in Ukraine, engaged in the monitoring and analysis of the current state of the first two projects implemented jointly with KfW and the Government of Germany, namely “Improvement of power transmission efficiency (reconstruction of transformer substations)” and “Reconstruction of substations in the eastern part of Ukraine.” The purpose of these projects is to reconstruct 4 substations of Dniprovska PS and 2 substations of Pivnichna PS.
It is worth noting that that Financial Grant Agreements for financing consulting services under joint projects were signed between Ukrenergo and the Reconstruction Credit Institute (KfW) on September 6, 2017 in Kyiv.
