The chairman of Ukrenergo, Vsevolod Kovalchuk, has voluntarily passed the lie detector test.
The reason for such act was numerous accusations against V. Kovalchuk, the Company and its employees in corruption, abuse, joint criminal actions to organize and conduct procurement of equipment, works and services, which have been actively spreading in the media space recently.
“We consider all these accusations to be groundless and damaging the reputation of Ukrenergo and our partners, and we have decided to refute them after passing a lie detector test. I gave a corresponding promise during the live interview. As far as I know, we are the first making this step among domestic state enterprises, Vsevolod Kovalchuk commented on the initiative. “I hope that he will be a good example for others to follow on the way to the real European values and the legitimacy in any sphere.”
To conduct the survey, Ukrenergo involved the recognized professionals in this field, namely, the Ukrainian Polygraph Association. Its professionals compiled a list of issues on the basis of the court decision on searches of Ukrenergo by the Prosecutor General’s Office of Ukraine, which we have already published at the time of such searches. Questions related to different aspects of pre-trial investigation, particularly, possible criminal actions in the sphere of procurement by the state enterprise, possible involvement in the theft of public funds, attempts to falsify the tender documentation, likelihood of a collective conspiracy, existence of corrupt schemes for procurement at knowingly inflated prices, receiving bribes and other illegal proceeds, concealment or distortion of information on the activities of UKRENERGO NPC SE, etc.
Vsevolod Kovalchuk gave negative answers to all such accusatory questions with the probability of 98.7%. According to the method of polygraph examiners, such result indicates that the chairman of Ukrenergo did not lie. A detailed report and the results of the test passed by the chairman of Ukrenergo can be found here.
“Having headed Ukrenergo, I set the goal of making the enterprise an example of transparency and effective reforms. And we will give a decisive rebuff to all attempts of ill-wishers to prevent us from implementing the intended. The Ukrainian system operator will be a true European company. Transparent, understandable and effective,” Vsevolod Kovalchuk emphasized.
