The process of European integration of the Ukrainian energy system is quite complex and comprehensive because it includes tasks that all market players and policymakers need to fulfill and not just the transmission system operator. Ukraine’s compliance with the requirements of the Catalogue of Measures, which is a part of the Agreement on the Conditions for the Future Interconnection of the Power Systems of Ukraine and Moldova with ENTSO-E, requires the coordinated clear work of UKRENERGO NPC SE, NNEGC “Energoatom”, power generating companies of TPS, Ukrhydroenerho PJSC, power distribution companies as well as the Ministry of Energy and Coal Industry of Ukraine. This can be achieved only if the top management of the state properly coordinates this process.
Speaking at the round table “Separating from Russia: Perspectives of Ukraine’s Accession to the European Energy Network ENTSO-E”, which took place in the Ukrainian Crisis Media Center on 18 July, Vsevolod Kovalchuk announced that he was initiating the creation of a consulting body (in the format of the Coordination Center) for the implementation of measures for the European integration of Ukraine’s IPS at the Cabinet of Ministers of Ukraine.
It should be mentioned that the creation of such bodies is stipulated by the Cabinet of Ministers of Ukraine No. 599 dated 17 June 2009 “Issues of Consulting, Consulting and Other Support Bodies Formed by the Cabinet of Ministers of Ukraine”.
“Considering strict time limits for the implementation of the [catalogue] of activities for interconnection with ENTSO-E, which are better for us to be accelerated, we consider it extremely necessary to organize a single coordinating center with the high level of representation of all parties involved,” V. Kovalchuk said, “Besides, I believe that the National Security and Defense Council of Ukraine should be involved in the synchronization process, since this is a matter of strategic importance for the interests of the state”.
Meeting the requirements of the Catalogue of Measures provides for the reconstruction of power units, procurement of appropriate equipment, software, etc. This, in turn, requires reviewing the investment programs of the involved enterprises for timely financing and implementation of all necessary measures by them. Therefore, in this aspect, a constructive position of the regulator, NKREKP, will play a significant role.
The Chairman of Ukrenergo noted that the letters with the proposal to create the Coordination Center would be sent in the near future to all of its potential participants and expressed the hope that such an authority would start working in the coming months.
Let us remind you that on 28 June 2017 in Brussels, the Chairman of UKRENERGO NPC SE Vsevolod Kovalchuk signed the Agreement on the Conditions for the Future Interconnection of Ukrainian and Moldovan Power Systems to the Continental European Entso-E Power System. The document consists of the following three main parts: Catalogue of requirements the unconditional fulfillment of which is necessary for decision-making on interconnection of the power systems; List of necessary additional studies; Roadmap.
On 7 July, after signing the document by a sufficient number of system operators, which are the members of the ENTSO-E Regional Group Continental Europe, the Agreement entered into force.
