Last week, Ukrenergo held a meeting with a delegation from the French transmission system operator Réseau de Transport d’Électricité (RTE) and its subsidiary RTE International. On 16-17 October, the parties discussed the prospects of participation of the French side in the construction of the Energy Storage System within the Integrated Power System (IPS) of Ukraine.
Ukrenergo is considering the possibility of implementing a pilot project for the construction of 200 MW of energy storage capacities. The purpose is to test the methods for balancing solar and wind power plants, the number of which in the integrated power system of Ukraine is rapidly growing.
In particular, the parties considered three options for the construction of the Energy Storage System. The first one provides for the allocation of 200 MW of energy storage in one place. The second one – in several places with a division into 4-5 parts. The third one provides for the decentralised allocation of several dozens of low-capacity units. The third option may envisage the allocation of energy storage units along the central motorways, namely Kyiv – Lviv – the state border, Kyiv – Kharkiv, Kyiv – Dnipro and Kyiv – Odesa – the state border, together with the establishment of a network of charging stations for electric vehicles.
The project will be financed through loans from international financial organisations.
RTE representatives informed Ukrenergo that the French party was interested in the project on the construction of the Energy Storage System in Ukraine and provided its vision of that cooperation. The parties also analysed the opportunities of attracting French suppliers and investors and discussed the progress needed to make a final decision on the format of RTE participation in the project.
“RTE’s participation in the construction of this energy storage system is very important for us. This pilot project will be the first in Ukraine, and therefore we will gain a priceless experience RTE has in establishing such systems. The cooperation promises to be very effective and successful and will allow us to estimate the prospects of using energy storage capacities in Ukraine. In addition, we have already secured the support of international financial organisations, which will also take part in the implementation of this project,” said Mykhailo Bno-Airiian, Deputy CEO for Communications and International Cooperation at SE NPC Ukrenergo.
The parties also discussed the prospects of involving French specialists in performing additional calculations necessary to balance a large number of solar and wind power plants within the IPS of Ukraine, to draft the operating modes of the grid and to perform calculations for the construction of new balancing capacities. The French side proposed to include the implementation of these studies in the road map of cooperation.
In addition, Ukrenergo and RTE discussed the possibility of launching new joint projects for modernisation of substations, construction of a new digital substation and exchange of experience in the preparation and performance of training sessions on live works.
At the end of the meeting, the parties agreed to finalise a draft bilateral Memorandum of cooperation between the French state-owned enterprise RTE and SE NPC Ukrenergo by the end of 2018 and draw up a roadmap for its implementation.
