  • UKRENERGO AND MOLDELECTRICA TO ADJUST THEIR CONTRACTUAL FRAMEWORK IN ACCORDANCE WITH ENTSO-E RULES

    Ukrenergo and Moldelectrica signed three new provisions of the Operational Agreement on parallel operation in the UA-MD control block. The documents were signed on 14 September 2018 in Chisinau during the working visit of Ukrenergo delegation to Moldova’s system operator SE Moldelectrica.

    The Operational Agreement on parallel operation in the UA-MD control block forms a contractual basis, which ensures the parallel operation of the two transmission system operators. This document will be performed within the framework of the Action plan for synchronisation of the power systems of Ukraine and Moldova with ENTSO-E.

    At present, 17 provisions of the Agreement are fully ready, three of which, relating to border control areas, organisation of communication channels, data exchange, procedures for metering and settlement of unplanned deviations in the control block, were signed during the last working meeting in Chisinau.

    “The Operational Agreement significantly simplifies our contractual framework and brings it fully in line with European standards. After its final signing, we will be able to cooperate with Moldelectrica as prescribed by ENTSO-E rules. At present, we have already performed the major part of the plan of measures for the elaboration of this important document,” said Yurii Kudrenko, Head of Unit for Ensuring Parallel Operation of the Power Systems of SE NPC Ukrenergo.

    The final signing of the Operational Agreement on parallel operation in the UA-MD control block is scheduled for the end of 2018.

    During the meeting, the parties considered a number of additional issues. In particular, they discussed draft procedures for compensating unforeseen deviations in the joint control block and parameters of synchronisation devices, the approval of which is scheduled for October. The participants also considered the issue of emergency electricity supply between Ukrenergo and Moldelectrica.
