The Ministry of Energy and Coal Industry held a joint Ukrainian-Moldovan meeting headed by Deputy Minister on European Integration Nataliia Boiko and the Minister of Economy and Infrastructure of the Republic of Moldova Chiril Gaburici. The representatives of Ukrenergo also attended the meeting,
CEO of Ukrenergo Vsevolod Kovalchuk informed the Moldovan side about the course of the implementation of measures in the framework of integration of power systems of Ukraine and Moldova into the power grid of ENTSO-E.
Today Ukrenergo and Moldelectrica are on the stage of negotiating service contracts with the consortium of European transmission system operators consisting of Romanian TSO Transelectrica, Serbian EMS, Hungarian MAVIR, Polish PSE, Slovak SEPS and German 50 Hertz.
Service contracts should be finalized soon, so it is extremely important that Ukrainian and Moldovan parties have a sole agreed position regarding the effect of the consortium agreement. In addition, it is necessary to conclude a technical agreement between SE NPC Ukrenergo, SE Moldelectrica and participants of the consortium, stipulating the procedure of our relations in the framework of conducting additional studies. The draft document prepared by the specialists of both transmission system operators is currently being considered by the Project Group.
“Ukrenergo is moving dynamically in accordance with the schedule specified in the Operation Handbook. We achieved significant progress, and we are even moving ahead of the schedule in some directions. I am thankful to our Moldovan colleagues for productive cooperation and express hope that in the future we will cooperate at the same level of understanding and consistency,” emphasized Vsevolod Kovalchuk.
Besides, the participants of the meeting expressed their interest in the fast finalization of preparation of signing an Operational Agreement on the establishment of a single regulatory block within the power systems of Ukraine and the Republic of Moldova.
The parties agreed to hold meetings of the working group on a permanent basis in the framework of the signed Memorandum with the purpose of resolving urgent issues regarding the implementation of the plan for future integration into the European power system.
It was also emphasized that Ukraine-Moldova-European Commission-ENTSO-E multilateral format had to be used with the aim of harmonizing the position of all participants and following a single strategy for the integration of power systems of Ukraine and Moldova into ENTSO-E.
It is to be recalled that in April 2018, the Minister of Energy and Coal Industry of Ukraine Ihor Nasalyk and the State Secretary of the Ministry of Economy and Infrastructure of the Republic of Moldova Vitalie Iurcu signed a Memorandum on cooperation between the line ministries of the two countries and on joint actions aimed at ensuring European integration processes to achieve the possibility of synchronous operation of power systems of Ukraine and the Republic of Moldova with ENTSO-E. The document clearly confirms the support of the Parties for the general principle of joint integration of power systems of the Parties into ENTSO-E and states the joint interest in the implementation of efforts to ensure synchronous operation of the integrated power system of Ukraine and the Republic of Moldova (as a single block of regulation) with the grid of Continental Europe.
