  • New approaches to develop the IPS of Ukraine

    SE “NPC “Ukrenergo”, transmission system operator of Ukraine changes the approaches of the documents elaboration to define the future perspectives of the Ukrainian power sector.

    The “Report on assessment the compliance of the generating facilities” and “10-year transmission system development plan” will be elaborated due to the Law of Ukraine “On electricity market” aimed at implementation of the Energy Community legislation acts.

    “Transmission system of the Future” action point aims at EU-direction and integration of the IPS of Ukraine to the Continental Europe Network ENTSO-E. A great deal of attention is paid to the transmission system advancing given the global trends and energy strategy of Ukraine namely increase of the power out of the renewables in the energy mix, smart grids, etc.

    10-year transmission system development plan includes:

    • Electricity supply security plan
    • Main objects of the power system to be constructed or reconstructed within 10 years
    • information about the objects of the transmission system to be built or reconstructed within next 10 years, terms and funding sources of the construction and reconstruction;
    • information on investments in the approved objects of the transmission system. Data about the investments to be made within the next three years.

    The 10-year transmission system development plan is based on the Report on assessment (sufficiency) the compliance of the generating facilities as well as adjacent transmission systems and power distribution systems development plans.

    The Report on assessment (sufficiency) the compliance of the generating facilities is the first ever sample of the related documents constituting of the structural, economic, market and ecological conditions, implementation of the demand management concept (Demand Response), energy efficiency issues and operational security standards

    The Report contains :

    1) description of the development scenario;

    2) methodology of the power demand/supply modelling and operation of the IPS of Ukraine.

    3) analysis of the generating facilities main development aspects as well as the load;

    4) IPS of Ukraine risk assessment in case of critical conditions using the relevant assessment criteria;

    5) results of the IPS of Ukraine operational mode estimation basing on the worst prognosis and measures to prevent the deficiency of the generating and transmission capacity.

    The Report on compliance assessment (sufficiency) of the generating facilities and a  10-year transmission system development plan are approved by the Regulator.

    «Our key function is a power system development plan and a new approach will ensure the performance of the work, quick reaction and flexibility basing on the modern tendencies and realization of the vast infrastructural projects,” commented Vsevolod Kovalchuk, CEO at Ukrenergo.

    Reference.

    Formerly, according to the provisions of the Law of Ukraine “On electricity market operation” (expired as of 11.06.2017 on the basis of 2019-19), transmission system operator SE “NPC” Ukrenergo” performed a 10-year development plan of the IPS of Ukraine on the annual basis. Among main action points:

    • expected energy demand, scope of the cross-border electricity flows, scope of the power station installed capacity including type of generating facilities and fuel (energy sources including renewables and location) used in the technological process as well as launching and closure of the facilities;
    • objects of the interstate trunk power grids to be constructed or reconstructed as well as terms of construction;
    • assessment of the needs in investments in the development of the generating facilities and trunk power grids within next three years and funding ways.

    The 10-year development plan of the IPS of Ukraine had to be approved by the Cabinet of Ministers of Ukraine previously confirmed by the Ministry of energy and coal industry of Ukraine and NERC.
