On 29 January, during the ProZorro business breakfast, the representatives of SE NPC Ukrenergo, Anti-Monopoly Committee and the Ministry of Economic Development and Trade discussed the implementation of the Institute of Authorised Persons to replace tender committees. The introduction of the authorised persons will allow saving resources and increasing procurement efficiency. Ukrenergo proves this.
Back in 2017, Ukrenergo abandoned the practice of tender committees in favour of involving procurement specialists. In accordance with the current legislation of Ukraine, Ukrenergo introduced an Institute of Authorised Persons, responsible for the procurement of goods, works and services within the company.
The authorised persons are responsible for the organisation and holding of all procurement procedures in accordance with the Law of Ukraine “On Public Procurement”. Their main obligations include the preparation and approval of the annual procurement plan, selection of the procedure and holding of purchases, publication of information, representation of the company’s interests in the course of the consideration of claims, etc.
“The authorised persons serve as a kind of an outpost in the field of the company’s procurement procedures. They act for the benefit of Ukrenergo, following the principles of objectivity and impartiality. In addition, the introduction of the institute of authorised persons allows us to save significant funds and increase procurement efficiency. Previously, the activities of tender committees were coordinated by 108 persons with non-specialised functions, which distracted them from their main obligations. As of today, the Authorised Persons conduct approximately 2000 procurement procedures a year with the help of ten persons, who are specialists in the procurement area. This is how we managed to significantly increase the efficiency and transparency of the procurement process,” noted Maryna Bezrukova, Director for Supply Chain Management at Ukrenergo.
It is to be recalled that Ukrenergo was one of the first state companies having joined ProZorro back in 2015. In 2018, we conducted 2.4 thousand tenders at ProZorro with the expected procurement cost of more than UAH 4 billion. The amount of savings reached almost 200 mln UAH.
