  • The Agreement on the Conditions for the Future Interconnection of the power systems of Ukraine and Moldova with ENTSO-E came into force

    The system operators of the ENTSO-E Regional Group “Continental Europe” have signed an “Agreement on the Conditions for the Future Interconnection of the power systems of Ukraine and Moldova with the power system of Continental Europe” in sufficient scope to enable the Agreement to enter into force.

    The corresponding announcement was published on the ENTSO-E official site.

    For “Ukrenergo” this event opens the way to the next phase of the integration of the United Energy System of Ukraine into a European association – the practical implementation of a Catalogue of Requirements, the unconditional implementation of which is necessary for making a decision on the power systems integration.

    The Catalogue of Requirements together with the List of Necessary Additional Studies and the Road Map is an integral part of the Agreement and contains a number of technical measures that are expected to comply with the new EU Directives for transmission system operators that are expected to be introduced this year.

    “The Agreement came into force. A further checkpoint on the path of electricity-based European integration has been passed. The signatures of our European partners indicate that the European party is ready to move towards it. A lot of work is ahead, not only from the system operator, but also by the generation, authorities, Regulator. But we have a clear plan of action and we believe in the success of a common cause,” said V. Kovalchuk.

    It bears reminding that on July 4-5 “Ukrenergo” hosted the first joint two-day workshop organized by ENTSO-E and the Ukrainian system operator, which was the beginning of an active exchange of experience in the framework of synchronization with ENSTO-E. The purpose of the event is to discuss and share experiences on a wide range of issues, including management and development of power systems, infrastructure, dispatching control and market integration.

    In addition, ENTSO-E began to publish data on the Integrated Power System of Ukraine on the online ENTSO-E Transparency Platform (https://transparency.entsoe.eu).

    The European Network of Transmission System Operators for Electricity (ENTSO-E) is the European network of the electricity transmission system operators, an association of 41 Transmission System Operators, TSOs, from 34 countries. The current format has been in place since 2009 as the association of ATSOI, BALTSO, ETSO, NORDEL, UCTE and UKTSOA.

    Integration of the Ukrainian power system into the electrical transmission system of Continental Europe, ENTSO-E, is currently defined as one of the urgent development priorities and is a part of the policy of Ukraine’s energy independence (the Action Program of the Cabinet of Ministers of Ukraine, approved by Decree of the Verkhovna Rada of Ukraine, No. 26-VIII of December 11, 2014).

    On June 28, 2017, in Brussels, the Head of the State Enterprise “NPC “Ukrenergo” Vsevolod Kovalchuk signed the “Agreement on the Conditions for the Future Interconnection of the power systems of Ukraine and Moldova with the power system of Continental Europe.”  The document consists of three main parts: Catalog of Requirements, the unconditional fulfillment of which is necessary for making a decision on the power systems integration; List of Necessary Additional Researches; Road Map.
