During the previous year, Ukrenergo conducted 2.4 thousand tenders at ProZorro with the expected procurement cost of more than UAH 4 billion. Thanks to ProZorro, total savings reached almost UAH 200 million.
Full transparency of this process, awareness of potential participants of the requirements for a procurement object, equal possibilities for manufacturers and suppliers from all around the world – all this ensures competition and an optimal balance of the market and expected prices at tenders.
It is worth noting that Ukrenergo also uses internal tools for increasing the efficiency of procurement. For example, the company developed and regularly updates the methodology for predicting the value of goods, works and services based on the formed reference book of prices. As noted by Maryna Bezrukova, Director for Supply Chain Management at Ukrenergo, the methodology proved to be efficient for the planning and utilisation of the company’s financial resources. “For European companies, the indicator of efficient procurement planning falls within the range of 5-15% of savings. Ukrenergo has already reached this level,” emphasised Maryna Bezrukova.
In addition, in cooperation with ProZorro, in 2018, Ukrenergo developed an efficient system of sales. The company’s participation in the system of electronic sales Prozorro.Sales, where Ukrenergo sold its property in the amount of UAH 170 million at open auctions during 2018, is a vivid example of this. Everything that has been written off and stored by the power systems for many years, starting from automobile tyres and exhausted transformer oil to large-scale scrap metal, equipment and old cars, can now be sold.
As mentioned by Maryna Bezrukova, Ukrenergo ensured full transparency in conducting auctions, created equal conditions for all participants-potential buyers and launched the procedure for preliminary inspection of the object to be sold at the sites of its storage.
The company invests the earned funds in the grid development. In 2018, UAH 113 million were allocated, among others, for the rehabilitation of SS 330 kV Kremenchuk, installation of a group of single-line transformers at SS 400 kV Mukacheve and rehabilitation of a number of 330 kV power transmission lines with the replacement of an overhead protection cable.
It is to be recalled that Ukrenergo was one of the first state companies having joined ProZorro back in 2015. The company joined ProZorro.Sales in April 2018. Since that time, Ukrenergo has been using ProZorro for all its procurement transactions.
