Today, the issue of electricity supply to the Public Utility ” Donbass Water ” remains unresolved.
Despite the warning from the State Enterprise SE NPC Ukrenergo to confirm the readiness of electricity-generating plants for safe blackouts and switching customers to other power sources, the public utility stubbornly ignores the legislative requirements and regulations of Ukrenergo. A commission consisting of Ukrenergo specialists was prevented access to customer`s electricity-generating plant in order to control its disconnection, as the relevant act was drawn up.
Recall that SE NPC Ukrenergo received a request from the last resort supplier (LRS) of Ukrinterenergo with an order to disconnect from the energy supply of a strategically important Donbass company – the Mariupol Regional Production Management Department of the Public Utility ” Donbass Water” due to accumulated debts for electricity and the lack of grounds for energy supply due to lack of relevant contract. From January 1, 2019, within three months, PU ” Donbass Water” received electricity from the last resort supplier of the “Ukrinterenergo”.
According to the current legislation, consumers may remain clients of LRS for 90 days, inclusive until April 1, 2019. After that, they must enter into an agreement with any other supplier of electricity. However, PU ” Donbass Water” ignored this requirement and did not take initiative and desire to resolve a potentially crisis situation in the interests of its consumers – residents of Donbass.
It should be noted that the increase in the debt of PU ” Donbass Water ” negatively affects all energy markets. After all, without solving the problem of illegal consumption of debts of this UC will become a heavy financial burden for the participants in the wholesale electricity market. According to information from open sources, the total debt for electricity of the PU ” Donbass Water ” now exceeds 2.4 UAH billion. It should be noted that the supply of the enterprise ” Donbass Water ” under normal conditions takes place through networks of distribution system operators (DSOs). Networks of SE NPC Ukrenergo are used as standby power supply during repairs or emergency shutdowns in the DSO networks, providing up to 5% of the annual volume of the company’s electricity needs.
At the request of the law, Ukrenergo today sent the PU ” Donbass Water ” another appeal regarding the need to provide the necessary confirmations of readiness to cease electricity supply. We look forward to actively participating in solving the acute and social problem of regional and state authorities both in the interests of customers and in order to avoid economic discrimination of the participants of the wholesale electricity market.
