    Dear market participants!

    In conformity with NEURC Resolution No. 1296 dated 06.08.2021, starting from the day of delivery of 10 August 2021, market participants in their applications for balancing electricity within the trading zone “IPS of Ukraine” must indicate the price not exceeding the price limit at the day-ahead market for this settlement period. The marginal price limits for offers on balancing electricity and in the balancing market were changed accordingly. From now on, the IPS applies the following price limits in the market management system for both trading zones:

      IPS of Ukraine Burshtyn TPP Island
    – for off-peak hours (from 00:00 to 07:00 and from 23:00 to 24:00):

    Price ceiling: 2000.00 UAH/MWh (VAT excluded)

     

    Price floor: 0.01 UAH/MWh (VAT excluded)

    Price ceiling: 1102.98 UAH/MWh (VAT excluded)

     

    Price floor: 0.01 UAH/MWh (VAT excluded)

    – for peak hours (from 07:00 to 23:00):

    Price ceiling: 4000.00 UAH/MWh (VAT excluded)

     

    Price floor: 0.01 UAH/MWh (VAT excluded)

    Price ceiling: 2355.46 UAH/MWh (VAT excluded)

     

    Price floor: 0.01 UAH/MWh (VAT excluded)

     

    The above values ​​are calculated in accordance with the following provisions of the Market Rules:

    The price ceiling: in accordance with paragraph 9 of NEURC Resolution No. 1296 dated 06.08.21*. The price limit at DAM is set as established in the following link.

    The price floor is set in accordance with paragraph 4.11.5.

    In case of any changes to the above price limits in the balancing market, market participants will be notified additionally.

    Dear market participants!

    In connection with the entry into force of paragraph 4.14.4 of the Market Rules starting from 01.03.2021, the MMS auction platform will implement the functionality of validation (verification) of proposals submitted to the balancing market auctions in accordance with the submitted PRS schedule.

    After the implementation of this feature, the market participant will not be able to submit proposals for the balancing market auctions unless it has previously uploaded the PRS schedule for the relevant unit of balancing services in the system. When trying to save proposals in auctions without uploading PRS, the market participant will receive the error “No PRS found.”

    The main rules of the validation algorithm are as follows:

    1. The maximum allowable volume of proposals per hour upward is calculated as difference between the declared available technical maximum capacity per unit (Max.available A61) and the sum of the unit delivery schedule (Production A01) and accepted volumes of FCR, aFRR (in the symmetric control range and upward).
    2. The maximum allowable volume of proposals for the relevant hour downward is calculated as the difference between the unit delivery schedule (Production A01) and the amount of declared available technical minimum (Min.possible A60) and accepted volumes of FCR, aFRR reserves (in the symmetric control range and downward) .
    3. In case a market participant declares in the PRS schedule the possibility to generate and consume electricity for balancing purposes (typical situation for HPSPP), the sum of values ​​from the calculated volume based on time series by generation and volume based on time series by consumption (except for the corresponding reserves sold in the ancillary services market) will be used to determine the maximum allowable volume of proposals. This standard method will be applied to all units of balancing services.
    4. The above calculated value limits the total volume of proposals (up to 10 proposals for each settlement period) from the balancing services unit at all balancing market auctions. It means that one cannot put the marginal volume of proposals in the auction of direct and in the auction of planned activation for the same settlement period. This value can be distributed among all auctions or only in one of them. If a market participant needs to increase the volume of proposals, first of all, it is necessary to upload a new version of PRS, reflecting such proposals.

    We also pay attention to important changes in the formation of PRS schedules:

    1. When forming the values ​​of Max.available A61, a market participant must take into account the declaration of unpreparedness. If there is unavailable capacity at the resource facility, a market participant must reduce the available maximum by this amount independently.
    2. If a market participant submits proposals to disable the units, the value of Min.possible A60 should be reduced by the value of the corresponding proposal. In case of proposals for complete disconnection of the balancing services unit, the value of Min.possible A60 should be equal to 0.
