  • Cooperation with EBRD

    Ukrenergo and the European Bank for Reconstruction and Development (EBRD) have many years of experience in successful cooperation. EBRD provides project financing only. Before making the final decision to grant a loan, representatives of this European financial institution thoroughly review all technical and economic parameters of the proposed project. Financing is provided directly to contractors under valid contracts, which means that funds are bypassing Ukrenergo’s accounts.

    The key purpose of the project is to ensure the maximum use of the installed capacity of the Rivnenska and Khmelnytska NPPs, replacing the electricity generated by thermal power plants with the cheaper electricity generated by nuclear power plants, which in turn will save gas, fuel oil and coal, and reduce emissions of harmful substances and greenhouse gases, improve the stability of electricity supply to consumers of the Kyiv power node due to the transit of surplus power from the western part of the IPS of Ukraine where both NPPs are located.

    Legal agreements:

    • Loan Agreement between Ukraine and the EBRD signed on 28.02.2008, ratified on 29.10.2008 (Law of Ukraine No. 621-VI), effective since 25.03.2009.
    • Project Agreement between NPC Ukrenergo and the EBRD signed on 28.02.2008, effective since 25.03.2009.
    • Sub-loan Agreement between the Ministry of Finance, the Ministry of Energy and Coal Industry, the NEURC, and Ukrenergo No. 28000-04/202 dated 07.12.2007.

    Loan total amount – EUR 300.0 million, of which:

    EBRD loan – EUR 150 million. The maturity date is 31.10.2018.

    EIB loan – EUR 150 million. The maturity date is 31.12.2020 (being extended to 31.12.2023).

    Project Description:

    • Construction of the OHL 750 kV Rivnenska NPP–Kyivska – matched funding by the EBRD and the EIB;
    • Construction of a diversion of the OHL 750 kV Khmelnytska NPP–Chornobyl NPP to the SS 750 kV Kyivska – matched funding by the EBRD and the EIB;
    • Expansion and modernization of the SS 750 kV Kyivska by installing a second 750/330 kV autotransformer – matched funding by the EBRD and the EIB;
    • Construction of a diversion of the OHL 330 kV Chornobyl NPP–Pivnichna to SS 750 kV Kyivska – the EIB funding;
    • Rehabilitation of the SS 330 kV Brovarska – the EIB funding (additional component due to saved EIB loan funds);
    • Consulting Services: procurement and project management assistance, technical support of the Project Management Unit – the EBRD and EIB funding.

     

    The construction of the OHL 750 kV Rivnenska NPP–Kyivska and a diversion of the OHL 750 kV Khmelnytska NPP–Chornobyl NPP to the SS Kyivska was completed and a second autotransformer was installed at the SS 750 KV Kyivska (the facilities were commissioned), and the construction was completed at the diversion of the OHL 330 kV Chornobyl NPP–Pivnichna to the SS 750 kV Kyivska (commissioning is planned for the 1st quarter of 2021).

    The rehabilitation contract of the SS 330 kV Brovarska is being implemented.

    The key purpose of the project is to improve the reliability of the operating modes of the southern part of the IPS of Ukraine by removing network constraints on the power output of Zaporizka NPP, stabilizing the voltage in the Pivdenna Power System, increasing the transfer capacity of profiles in the southern part of the IPS of Ukraine by strengthening the connection of the Kakhovsky power node with the trunk grids of the IPS of Ukraine.

    Legal agreements:

    • Loan Agreement between Ukraine and the EBRD signed on 19.10.2010, ratified on 06.07.2011 (Law of Ukraine No. 3594-VI), effective since 19.10.2012.
    • Project Agreement between Ukrenergo and the EBRD signed on 19.10.2010.
    • Sub-loan Agreement between the Ministry of Finance, the Ministry of Energy and Coal Industry, the NEURC, and Ukrenergo No. 28010-02/169 dated 18.11.2010 (with changes and amendments dated 09.06.2017, 12.07.2019).

    Loan total amount – EUR 335.0 million, of which:

    EBRD loan – EUR 160 million. The maturity date is 31.12.2021.

    EIB loan – EUR 175 million. The maturity date is 31.12.2020 (being extended to 31.12.2023).

    Project Description:

    • Construction of the OHL 750 kV Zaporizka NPP–Kakhovska, including a repair and maintenance station and a fibre-optic communication line (FOCL) – matched funding by the EBRD and the EIB;
    • Construction of the 750 KV Kakhovska substation with the installation of the first and second autotransformers with a capacity of 1,000 MVA each, including an automated process control system – matched funding by the EBRD and the EIB;
    • Construction of a diversion of the OHL 330 kV Novokakhovska–Ostrovska to the SS 750 kV Kakhovska, including rehabilitation of the 330 kV Ostrovska substation, installation of fibre-optic lines along the OHL 330 kV Novokakhovska–Kakhovska – matched funding by the EBRD and the EIB;
    • Construction of a diversion of the OHL 330 kV Novokakhovska–Khersonska to the SS 750 KV Kakhovska, including rehabilitation of the SS 330 kV Khersonska, installation of fibre-optic lines along the OHL 330 KV Kakhovska–Khersonska – matched funding by the EBRD and the EIB;
    • Construction of the SS 330 kV Zakhidna with diversions of OHL 330 kV – the EBRD funding (additional component due to saved funds of the EBRD loan);
    • Installation of fibre-optic communication lines (FOCL), namely reconstruction of the 330 kV overhead line with the replacement of lightning protection cable with optical ground wire (OPGW) with the installation of FOCL station equipment in the southern Ukraine (Kyiv, Vinnytsia, Kirovohrad, Cherkasy, Poltava, Dnipropetrovsk, Zaporizhzhia, Kherson, Mykolaiv, and Odesa regions) – the EIB funding (additional component due to saved funds of the EIB loan).

    The construction of the 750 kV overhead line Zaporizka NPP–Kakhovska is completed (the overhead line was put under load on the side of Zaporizka NPP on 24.11.2020, commissioning is planned for the third quarter of 2021), which will enable removing network constraints on the output of the full capacity of Zaporizka nuclear power plant and increase the output from 5,300 to 6,000 MW.

    The project also comprised the construction completion of the SS 750 kV Kakhovska, a diversion of the OHL 330 kV Novokakhovska–Ostrovska and a diversion of the OHL 330 kV Novokakhovska– Khersonska to the SS 750 kV Kakhovska (the facilities are commissioned).

    The construction contract of the 330 kV Zakhidna substation is in progress.

    As part of an additional component for the FOCL installation, international competitive bidding is being finalised for sub-package 1 dedicated to the reconstruction of 330 kV overhead lines with the replacement of the lightning protection cable with the optical ground wire (OPGW) in the Dniprovska, Pivdenna, and Pivdenno-Zakhidna Power Systems. As part of sub-package 2 “Installation of FOCL station equipment” and sub-package 3 “Construction of cable communication lines” the tender documentation for international competitive bidding is being developed.

    Addendum to the report regarding the subproject “Suspension of fiber-optic cable and reconstruction of the existing 330 kV OTL from SS Khersonska to the cross-section with the existing 330 kV OTL Novokakhovska – Khersonska and beginning of the diversion to SS Kakhovska”

    Non-Technical Summary (NTS)

    Supplement to the Non-Technical Resumeregarding the subproject “Suspension of fiber-optic cable and reconstruction of the existing 330 kV OTL from SS Khersonska to the cross-section with the existing 330 kV OTL Novokakhovska – Khersonska and beginning of the diversion to SS Kakhovska”

    The key purpose of the project is to improve the efficiency and reliability of the IPS of Ukraine for its integration with the European Network of Transmission System Operators for Electricity (ENTSO-E). The project is part of NPC Ukrenergo’s comprehensive program for substations automation funded with loans provided by the EBRD, EIB, IBRD, and KfW.

    • Loan Agreement between NPC Ukrenergo and the EBRD signed on 30.07.2019, effective since 04.09.2020.

     Project Description:

    The project provides for the rehabilitation of 12 substations with the implementation of automated process control systems at substations, including 6 substations of the Zakhidna PS, 3 substations of the Pivnichna PS, 2 substations of the Pivdenna PS and 1 substation of the Tsentralna PS, namely:

    • SS 750 kV Zakhidnoukrainska; 
    • SS 330 kV Novovolynsk; 
    • SS 400 kV Mukacheve; 
    • SS 330 kV Lviv pivdenna; 
    • SS 330 kV Yavoriv; 
    • SS 330 kV Hrabiv;  
    • SS 330 kV Kupiansk;  
    • SS 750 kV Donbaska;  
    • SS 330 kV Myrhorod;  
    • SS 330 kV Trykhaty;  
    • SS 330 kV Mykolaivska; 
    • SS 330 kV Lisova.

    Feasibility studies were developed for all 12 substations, positive expert reports following the feasibility studies’ expert review were received, and the feasibility studies were approved by NPC Ukrenergo’s orders.

    To develop tender documentation for international competitive bidding in accordance with the EBRD’s principles and rules, a contract was signed with the consulting company Mott MacDonald (UK) on 14.08.2020. The consultant has prepared a Project Implementation Plan, which has been submitted to the EBRD, and the draft tender documentation is being developed.
