    The main goal of ensuring fire safety at Ukrenergo is to reduce the probability of occurrence and spreading of fire and impact of its dangerous factors on humans to zero, and to protect material valuables.

    Fire safety is an indispensable element of activity of all employees at Ukrenergo.

    The company has developed and implemented a complex of organizational and technical measures of protecting its premises against fire. They include modernization and repair of fire suppression and fire water supply equipment, repairs at potentially fire-prone structures, purchase and maintenance of fire extinguishing equipment and fire safety systems.

    The state of fire safety is regularly inspected to prevent fire. The company’s personnel undergo briefings and special trainings in fire safety. We also analyze the causes and consequences of all instances of fire and inflammation.

    To maintain high level of fire safety, we implement advanced fire safety systems and fire suppression equipment.

    In 2018, the State Emergency Service of Ukraine approved the Fire Safety Training Program for Ukrenergo officials, whose responsibilities include ensuring the implementation of fire safety measures and their execution (the letter from SESU).

    This approval confirms the effectiveness of operation of the company’s fire safety training system, raises its rating and will significantly save money on the training of Ukrenergo officials who, before the commencement of their duties, should periodically (once every three years) undergo training on fire safety issues.

    It also indicates that Ukrenergo is provided with appropriate material and technical, training and methodological, personnel and information resources for implementation of the educational process and ensures the opportunity to train the company’s officials directly at the enterprise using its own specialists of the Department for Labor Protection, Fire Safety and Environmental Protection, as well as the specialists of separated subdivisions.

     

    Results of fire safety efforts

    The national policy on fire safety has been carried out at Ukrenergo enterprises by ensuring strict compliance with the requirements of the Constitution of Ukraine, Code of Civil Defense of Ukraine and other legislative acts regulating fire safety at Ukrenergo’s facilities.

    Thanks to implementation in 2016 of efficient measures aimed at improving the state of fire safety, no instances of fire have occurred at Ukrenergo’s facilities. At the same time, three instances of disturbance causing inflammation have been recorded during this period. Thus, on 05.04.2016 a short circuit in the electrical pump of the additional cooler 5 at Mukachevo 400 kV substation of Zakhidna PS caused the pump’s containment failure with the subsequent ejection and inflammation of oil. On 16.07.2016, fighting in the Donbas region caused failure and shutoff of AT-1 at Peremoha 500 kV substation of Donbaska PS, with the subsequent ejection and inflammation of oil. On 09.10.2016, a manufacturing defect in the 110 kV input of C phase АТ-1 at Travneva 330 kV substation of Pivnichna PS has caused damage to insulation of its element with the subsequent ejection and inflammation of oil. In addition, inflammations have caused 15 emergency shutdowns (vs 42 in 2015) of overhead power transmission lines, including 2 in Dniprovska PS, 5 in Donbaska PS, 1 in Zakhidna PS, 3 in Pivdenna PS, 2 in Pivdenno-Zakhidna PS, none in Pivnichna PS and 2 in Tsentralna PS.

    To eliminate unacceptable risks and maintain the readiness of our facilities for operation in the conditions of fire threat or occurred and spreading fire, our subdivisions have implemented all organizational and technical measures of fire safety set out in the Order 4 of Ukrenergo NPC SE of 04.01.2016 “On the results of fire safety measures in 2015 and the objectives for 2016”, in particular:

    – repair, modernization, installation and maintenance of fire safety systems and fire water supply systems;

    – repair of oil facilities;

    – repair of cable ducts;

    – enhancing fire resistance of buildings and structures;

    – purchase and maintenance of primary fire suppression equipment;

    – installation of fire-resistant doors.

    During 2016, Ukrenergo held 282 facility-specific and 101 joint fire suppression exercises, 479 practical trainings with members of voluntary fire brigades, and 173 meetings of fire technical commissions at its facilities.

    926 officials responsible for organizing implementation of fire safety measures underwent training in 2016, including 77 trainings at training centers of the State Administration for Emergencies, and 429 officials took knowledge tests. 2664 employees of Ukrenergo NPC underwent trainings and knowledge tests under the minimum fire safety program. All of them have received appropriate certificates.

    The administrative apparatus of Ukrenergo NPC and its detached subdivisions maintains strict control over organization of systematic, timely and quality measures aimed at remedying deficiencies in technology-induced and fire safety, and over implementation of fire safety measures required by the State Administration of Ukraine for Emergencies. 23 directives have been received from the State Administration for Emergencies during 2016, which included 168 identified disturbances. 92 of these disturbances have been remedied, and remedying the remaining 76 instances is not due yet. All suggested measures and substantiated proposals aimed at enhancing fire safety at our facilities are always implemented in due time. An action plan on remedying deficiencies has been drawn up and approved for every directive, and implementation of these plans is controlled by the management of detached subdivisions.

    During 2016, we have developed and enacted the Instruction on Internal Investigation and Primary Accounting of Instances and Consequences of Fire at Ukrenergo Facilities and a training and methodological manual on fire safety. In addition, we have developed and implemented an Access software-based electronic register of Ukrenergo officials who underwent fire safety training and knowledge tests.

    Thanks to implementation in 2015 of efficient measures aimed at improving the state of fire safety, no instances of fire or inflammation have occurred at Ukrenergo’s facilities.

    All organizational and technical measures of fire safety set out in Ukrenergo NPC’s annual order have been implemented during the year, in particular:

    – repair and maintenance of fire safety systems;

    – repair of oil facilities;

    – repair of cable ducts;

    – repair of internal and external fire water supply systems and fire water reservoirs;

    – enhancing fire resistance of buildings and structures;

    – installation of fire-resistant doors;

    – purchase and maintenance of primary fire suppression equipment.

    Since the year’s beginning, Ukrenergo held 172 facility-specific and 148 joint fire suppression exercises, 589 practical trainings with members of voluntary fire brigades perfecting their personnel and materiel evacuation skills, and 187 meetings of fire technical commissions at its facilities. 204 officials responsible for organizing implementation of fire safety measures underwent training and took knowledge tests at the company’s subdivisions. In addition, 2824 employees performing works with heightened proneness to fire underwent special trainings under the minimum fire safety program and took relevant knowledge tests.

    During 2015, Ukrenergo NPC SE has developed and enacted the following regulatory technical documentation:

    – General instruction on fire safety measures of Ukrenergo NPC administrative apparatus, approved on 31.01.2015 by Ukrenergo NPC SE Acting Director;

    – Regulation on the procedure of organizing special trainings, knowledge tests and briefings on fire safety and fire suppression exercises at Ukrenergo NPC SE, approved by the Order 124 of Ukrenergo NPC SE of 21.04.2015;

    – List of main organizational, directive, reporting and accounting documentation on fire safety for Ukrenergo NPC SE facilities, approved on 02.06.2015 by the Deputy Director for Occupational Safety and Environmental Issues.

    In 2014, the national policy on fire safety has been carried out at Ukrenergo enterprises by ensuring strict compliance with the requirements of the Code of Civil Defense of Ukraine, sectoral and other acts regulating fire safety at Ukrenergo’s facilities.

    One instance of disturbance causing inflammation has been recorded at Ukrenergo facilities in 2014. On 16.12.2014, a 110/6 kV 31 MVA transformer at Poltava 330 kV substation of Pivnichna Power System (PS) was damaged and caught fire. The commission who investigated this incident has established that the reason which caused the damage was deterioration of insulation due to long operation, triggering electric-arc short-circuiting of a current conducting coil onto transformer’s frame and resulting in the destruction of inputs and ejection and inflammation of a gas and oil mix. Personnel and specialized equipment of three fire brigades and an emergency rescue unit of the State Administration of Ukraine for Emergencies in the Poltava Oblast were engaged to suppress the inflammation.

    In addition, fire in the security areas of overhead power transmission lines, caused by third party actions, has caused 26 emergency shutdowns (vs 18 in 2013), including 9 in Dniprovska PS, 1 in Donbaska PS, 2 in Zakhidna PS, 3 in Krymska PS, 3 in Pivdenna PS, 1 in Pivdenno-Zakhidna PS, 6 in Pivnichna PS and 1 in Tsentralna PS.

    All organizational and technical measures of fire safety set out in Ukrenergo NPC’s annual order have been implemented during 2014, in particular:

    – repair and maintenance of automatic fire suppression systems;

    – repair of external fire water supply system and fire water reservoirs;

    – repair of oil facilities;

    – repair of cable ducts;

    – enhancing fire resistance of buildings and structures;

    – installation of fire-resistant doors;

    – purchase and maintenance of primary fire suppression equipment.

    During the year, Ukrenergo held 488 facility-specific and 117 joint fire suppression exercises, 622 practical trainings with members of voluntary fire brigades perfecting their personnel and materiel evacuation skills, and 156 meetings of fire technical commissions at its facilities. 154 officials responsible for organizing implementation of fire safety measures and 2845 employees responsible for implementation of these measures underwent training and took knowledge tests at the company’s subdivisions.

    Considering the experience of past years and the scope of work done in 2014, Ukrenergo NPC SE has issued an order approving main organizational and technical measures aimed at ensuring proper state of fire safety at the Company’s facilities in 2015.
